<P>PROBLEM TO BE SOLVED: To support an operator to properly decide whether to continue or discontinue repairing. <P>SOLUTION: An operation part 3 calculates time required for handling a trouble, based on standard time indicating time required standardly for performing a plurality of handling processes of the generated trouble associated with the handling processes.
