A signal sequence allocation device (1) is provided with a cell radius calculation unit (2) which calculates the radius of the area in a communication area to which a signal sequence is allocated, a signal number calculation unit (5) which, on the basis of the area radius, calculates a signal number constituting the signal sequence allocated to the communication area, and a signal sequence allocation unit (7) which allocates a signal sequence to a communication area on the basis of the signal number.
