PURPOSE: A rotary turning device is provided to turn a plurality of small parts at the same time in order to simply perform the coating and painting of the small parts and to improve operability by preventing the deviation of the horizontal state of first and second turning plates. CONSTITUTION: A rotary turning device comprises: a rotary plate(10) rotatably supported on a main body(1); first and second turning plates(20,30) which are interposed between rotary plates and provisionally contacted; a rotating link(40) in which one side is rotatably connected to the rotary plate and the other side is rotatably connected to the first and second turning plates; and a rotating unit(50) for rotating the rotating link.
