PURPOSE: A device for treating the surface of a pipe and a pipe painting device including the same are provided to improve the painting quality by effectively removing the dust generating when removing the rust and removing the section of the cleaning oil. CONSTITUTION: A device(105) for treating the surface of a pipe comprises a brush device(150), a cleaning unit(110), and a controller(190). In order that the surface of the pipe(P) is processed, the brush device removes the rust of pipe which is transferred. The cleaning unit sprays the fluid on the surface of the pipe in the rust removal section of the brush device. The controller prevents the jet of the fluid of the cleaning unit from the front and rear end sections of each pipe.
