PROBLEM TO BE SOLVED: To solve a problem concerning an insulation in a battery pack made of an ultra-high withstand voltage type. SOLUTION: The battery pack 100 includes: a battery cell group 112; a power cutoff element (discharge control part 140 having FET) connected to the battery cell group; a power supply terminal 110; a state recognizing part (inlet detecting part 135 for charging, a receptacle cover detecting part 136, a battery module voltage detecting part 137, and a current detecting part 138) which recognizes a state of a battery pack; a controller 134 which controls power supply of the battery pack based on its recognition result; and a power storage part (power supply circuit 133 with back up) connected to the battery cell group. The state recognizing part is operated using the battery cell group when the battery pack is under a normal operating condition, and on the other hand it is operated using the power storage part when the battery pack is under a standby state.
