PROBLEM TO BE SOLVED: To provide a coating agent for forming a heat-resistant anti-fogging film capable of forming an anti-fogging film excellent in heat-resistance, and a heat-resistant anti-fogging film. SOLUTION: The coating agent for forming the heat-resistant anti-fogging film includes a binder component and polyacrylates. The heat-resistant anti-fogging film is formed on a substrate using the coating agent for forming the heat-resistant anti-fogging film wherein the anti-fogging property is exhibited by absorbing water by the component originated in the polyacrylates when the heat-resistant anti-fogging film is formed.
