PROBLEM TO BE SOLVED: To provide an airtight bag banking capable of structuring a banking without affecting an environment even if a defective soil material containing harmful substances is used. SOLUTION: This airtight bag banking includes a support ground 1 having increased water impermeability, a plurality of membrane sandbags 3-6 which are stacked stepwise and in which the harmful substance-containing defective soil material is enclosed, piles 7-9 for fixing the plurality of membrane sandbags 3-6 in a skewered state, and a floor slab 11 which is disposed on the piles 7-9 and which has concrete road beds 12 on which railroad vehicles 13 travel.
