PROBLEM TO BE SOLVED: To provide Internet connection services to users the number of which exceeds the number of ports of a digital subscriber line housing apparatus. SOLUTION: A system includes: a storage 1 for storing a schedule showing timing for starting to provide the Internet connection services and timing for stopping services providing to a plurality of Internet connection service applicants; a connection determiner 2 for determining a subscriber line to be connected to a digital subscriber line housing apparatus connected to the Internet among a plurality of service applicant subscriber lines on the basis of the schedule stored in the storage 1; and a connector 5 for connecting the subscriber line to the digital subscriber line housing apparatus 4 on the basis of the determination of the connection determiner 2.
