<p>The present invention provides a method for controlling resources in full service converged network and system therefor. Said method includes the following steps: a Resource Control Function (RCF) receives a resource request message of a service stream from a Policy and Charging Rules Function (PCRF); and said RCF executes resource allocation according to said resource request message. The Quality of Service (QoS) of the admitted service stream is guaranteed, and the united QoS policy control of the fixed network and the mobile network is realized.</p>
