<p><P>PROBLEM TO BE SOLVED: To provide an image coding method, or the like, capable of improving image quality by increasing the number of substantial gradation representative values without increasing a coding amount by each region obtained by dividing an image into a plurality of parts. <P>SOLUTION: The image coding method is a method for classifying, by each divided region, pixels belonging to the regions into the groups of similar pixels, and generating, as coding information by each region, label information 51 by each pixel, indicating which group respective pixels belonging to the regions belong to in groups obtained by classifying the regions, and also gradation representative values 53 associated with the values of the label information.
