PROBLEM TO BE SOLVED: To provide a method of manufacturing a secondary stock roll for a tissue paper product by which a chemical is uniformly applied on a laminated continuous sheet even at high working speed. SOLUTION: The method of manufacturing the secondary stock roll for the tissue paper product has: a laminating process (51) of laminating a primary continuous sheet let out from a plurality of primary stock rolls along the continuous direction to form the laminated continuous sheet JR; a chemical applying process (53) of applying the chemical on the laminated continuous sheet S2 transported at a tilted angle of 30 to -30°to the vertical direction by a flexographic printing method; a slit process (55) of slitting the laminated continuous sheet so as to have the width of the tissue paper product or width of being multiple times the width after the chemical applying process (53) is performed; and a winding process (56) of forming the plurality of secondary stock rolls R having the width of the tissue paper product or width of being multiple times the width by coaxially winding each slitted laminated continuous sheet S2.
