The element has a high-insulated blind frame (1) including a circular dampening body (1a) connected with a frame section (1b) or a frame section glass pane. The dampening body is made of foamed polystyrene, wood, concrete or volcanic rock stone. The dampening body includes a surface that is chamfered in an inner side of the dampening body. An outer window sill (8) is attached on the surface. Another surface of the dampening body receives an inner window sill by bolts. Circular grooves are provided at an outer side of the body.
