PROBLEM TO BE SOLVED: To save loss by reducing an amount of a raw material discharged together with foreign matter when inspecting the raw material in a production line and discharging the foreign matter. SOLUTION: The foreign matter removing apparatus 1 has a belt conveyer 2, an X-ray source 4 and a sensor 5 detecting the foreign matter F contained in the conveyed raw material M, and obtains two-dimensional positional information of the foreign matter in the raw material by a positional information detecting means 6. Further, an extracting means 9 is positioned in the two-dimensional position of the foreign matter by receiving the positional information, is lowered and cut into the raw material to cut only the foreign matter F and a part of the raw material M present around the foreign matter F, so that the foreign matter is removed.
