PROBLEM TO BE SOLVED: To detect a window of a vehicle and to discriminate a type of the vehicle based on a detection result. SOLUTION: A radiation part 111 radiates radiation light 751 to the vehicle. A light receiving part 115 receives the reflection light 754 which is the radiation light 751 hitting the vehicle and being reflected. A reflection position computing part 122 computes a reflection position where the radiation light 751 hits the vehicle 850 and is reflected based on time until the light receiving part 115 receives the reflection light 754 after the radiation part 111 radiates the radiation light 751. A window detection part 130 detects the position of the window of the vehicle based on the reflection position which the reflection position computing part 122 has computed.
