PROBLEM TO BE SOLVED: To provide a cutting tool which can carry out a stable cutting work even in the cutting work in which a sudden defect is apt to arise. SOLUTION: The cutting tool is formed with a substrate 1 comprising a WC phase 2, a B1 type solid soluble phase 4 made of carbide or carbon nitride of one or more metals of fourth, fifth and sixth groups of a periodic table except WC and a bonding phase 3 made of one or more metals of an iron group as a substrate. There is a surface area 5 where the B1 type solid soluble phase is not present in an area with a depth of 5 to 100μm from the surface of the substrate 1. An average particle diameter of the B1 type solid soluble phase 4 just below the surface area 5 is larger than an average particle diameter of the B1 type solid soluble phase 4 inside the substrate 1.
