PROBLEM TO BE SOLVED: To provide a measuring apparatus and a frequency changeover method capable of shortening a measuring time. SOLUTION: A spectrum analyzer 100 includes a control voltage stabilization part 15 for stabilizing control voltages inputted by VCOs 12a, 12b and 12c which output signals of frequencies corresponding to the control voltages; and a sweep control part 20. The sweep control part 20 includes a voltage difference computation part 21 for computing a voltage difference corresponding to frequency changeover; a VCO changeover part 22 for changing over the VCOs; a waiting time determination part 23 for determining a waiting time; a control voltage output part 24 for outputting the control voltages to the control voltage stabilization part 15; a frequency information output part 25 for outputting frequency information (f) to a signal analysis part 18 after the elapse of the waiting time; and a data storage part 26 for previously storing waiting time characteristic data.
