<P>PROBLEM TO BE SOLVED: To more stably perform low-delay data transmission, which does not increase an unnecessary delay time, irrespective of a network state. <P>SOLUTION: An encoding buffer time acquisition part 201 acquires an encoding buffer time added to encoded data. A network state information acquisition part 202 acquires network state information collected by an RTCP (Real time Transport Control Protocol) part 124. A transmission buffer time calculation part 203 calculates a transmission buffer time from the network state information acquired by the network state information acquisition part 202. A transmission buffer time adding part 204 sets information including the transmission buffer time calculated by the transmission buffer time calculation part 203, to a designated field of a header of the encoded data.
