PURPOSE: A PTT(Push-To-Talk) service initial connection delay relaxation apparatus and a method thereof of are provided to improve the speed instability of the network-wide of the WiBro network. CONSTITUTION: A personal digital assistant is connected to the WiBro network. A delayed time measuring instrument(110) measures the delay time of network by using a timer. If the delay time exceeds the threshold time, a signal generator(120) creates the PING signal. A signal generator activates the network. A signal observation plane(130) monitors whether the successive received signal exists in a network or not.
