Disclosed is an image decoding device (100) which comprises an image decoding unit (120) that generates a first decoded image signal and a second decoded image signal by decoding encoded bit streams (110, 111); and a frame memory (170) for storing the first decoded image signal and the second decoded image signal. The image decoding unit (120) decodes the encoded bit stream (111) by referring to the first decoded image signal and the second decoded image signal. The image decoding device (100) further comprises a control unit (130) that notifies the image decoding unit (120) of an area of a frame memory (170) that stores reference images referred during decoding of the encoded bit stream (111) by referring to first control information for identifying the area of the frame memory (170) that stores the first decoded image signal.
