PROBLEM TO BE SOLVED: To solve the following problem: in changing a channel during viewing of an IP broadcast, a waiting time for changing the channel is required due to multicast transmission, thereby increasing the time for finding a desired channel. SOLUTION: In a receiving terminal of IP broadcast, the number of selectable channels is limited on the basis of information on an available network bandwidth set in the receiving terminal when changing a channel, thereby preventing a large amount of broadcast data from being delivered over a network and a waiting time in changing the channel is reduced. In addition, when limiting the number of selectable channels, a user can select a desired channel by using information on a genre of a program, progress of a program or a viewing history in the receiving terminal.
