<p><P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of contributing to prolongation of the service life of each member by suppressing wearing between a cleaning member and a toner layer thickness regulating member, while maintaining the polishing force of an image carrier and further, suppressing failures caused by the retaining factor of surplus toner generated when the thickness of a toner layer is regulated by easily recovering the surplus toner. <P>SOLUTION: The image forming apparatus includes a cleaning roller 31 which comes into press-contact with the surface of a photoreceptor drum 19 with predetermined pressure and polishes the surface of the photoreceptor drum 19, a toner layer thickness regulating roller 32 comprising a rotator, which comes into contact with the surface of the cleaning roller 31, to regulate the thickness of the toner layer of residual toner held on the surface of the cleaning roller 31, and a toner recovery spiral 33 which recovers the residual toner, etc. removed from the surface of the photoreceptor drum 19.
