PROBLEM TO BE SOLVED: To provide a method of preparing a film forming solution for manufacturing an ion permeable diaphragm by which a pulverizing apparatus is stably operated even using a pulverizing apparatus such as a bead mill in the preparation of the film forming solution and also of preparing the film forming solution with high recovery rate. SOLUTION: There is provided a method of preparing the film forming solution for the ion permeable diaphragm containing hydrophilic inorganic materials, an organic binder material and an organic solvent. The method includes a dispersion process for dispersing hydrophilic inorganic materials in an organic solvent by charging the hydrophilic inorganic materials and the organic solvent into a pulverizing apparatus using a pulverizing medium, and a dissolving process for dissolving an organic binder material in the organic solvent in which the hydrophilic inorganic materials are dispersed.
