PURPOSE: A method for operating out-of-service mode of a femto base station is provided to perform unnecessary handover to a corresponding femto base station. CONSTITUTION: A femto base station broadcasts an out-of-service signal to a terminal(S505). The terminal transmits a handover request message to a femto base station(S506). The femto base station transfers the handover request message to a macro base station(S507).
