PURPOSE: A method and apparatus for controlling uplink power are provided to efficiently reduce the interference amount about adjacent cells. CONSTITUTION: A target interference quantity setup unit(40) establishes target interference amount on the initial target interference amount regulation value according to the process load of the base station. A transmission power parameter setup unit(50) selects one interference amount among estimated interference amount based on the target interference amount. The transmission power parameter setup unit acquires an encoding packet size and a transmission format corresponding to the selected interference amount. The transmission power parameter setup unit transmits the acquired encoding packet size and the transmission format to the terminal.
