PROBLEM TO BE SOLVED: To allocate a necessary heat exchange surface area according to necessity of cooling of each of devices of a high temperature cooling circuit and a low temperature cooling circuit while keeping the minimum space condition.

SOLUTION: This heat exchanger includes at least one first heat exchange part (221), a second heat exchange part (223) and a third heat exchange part (222) substantially positioned on the same plane, and independent circulation of fluid in each of the heat exchange parts (221, 222, 223) is made available by a cluster.
