PROBLEM TO BE SOLVED: To provide a caster device which enables a braking caster to be mounted easily on a body of a moving body, and to provide a moving body provided with the caster device. SOLUTION: The caster device 1 includes four braking casters 2, a braking operation member 4, and four connecting members 3, which connect the braking casters 2 to the braking operation member 4. The braking casters 2 each includes a braking member and a movable shaft member 6, which releases the braking state of a wheel 24 to a braking-released state. The braking operation member 4 enables a shaft member 6 to be moved from a braking state position to a braking-released state position by moving connection members 3 against the shaft member 6 in the rotating operation of the braking operation member 4.
