PROBLEM TO BE SOLVED: To provide a straightening cover which covers the opening part of a recess for installing a device when the recess is demarcated and formed in the side wall of a structure used on or in water and which has increased durability, and also provide a method of manufacturing the straightening cover. SOLUTION: A plurality of slits 8 are formed in an intermediate beam 5B crossing the reinforcing fibers 6 of the reinforced layers 7 of rubber sheets 3 among the intermediate beams 5B of the frame body of the straightening cover so as to be alternately stepped in the direction in which the intermediate beam 5B extends. The resistance of the rubber sheet 3 against the tension produced in the inner and outer directions is increased since the reinforcing fibers 6 extend through the slits 8.
