<P>PROBLEM TO BE SOLVED: To control whether the operation is executed or not without preliminarily registering any document element to be the object of control whether the operation is executed or not of an operation. <P>SOLUTION: In a policy definition DB102, what type of user is authorized and which operation is possible are specified for a document element by each character color. When the user requests a certain operation to an electronic document, a document use control part 106 determines whether the user can perform the operation to the document element from the combination of the character color of the document element and the user for each document element of the electronic document by referring to the policy definition DB102.
