<P>PROBLEM TO BE SOLVED: To improve a delivery probability of a random access channel without increasing inter-upstream-cell interference quantity and to increase information quantity to be notified via the random access channel. <P>SOLUTION: A mobile station apparatus communicates with a base station apparatus by using a mobile communication system. The mobile station apparatus sets transmission control information used for transmitting the random access channel based on reception quality measured by the mobile station apparatus and information classified according to a situation in which the mobile station apparatus uses the random access channel. The base station apparatus performs scheduling related to a radio resource and a modulation method during transmitting upstream link data to the base station apparatus by the mobile station apparatus, based on the transmission control information used for transmitting the random access channel. <P>COPYRIGHT: (C)2011,JPO&INPIT
