PURPOSE: A heating panel with a excellent release property and a manufacturing method thereof are provided to enhance the surface property since the surface is smoothly formed and the cracks of the surface is prevented. CONSTITUTION: A heating panel(10) comprises a heat transfer plate(12) and a coated layer(15). The coated layer is formed on the surface of the heating panel. The coated layer comprises alkylakoxysilane, PTFE(Poly Tetra Fluoro Ethylene), PU(Poly Urethane) hybrid resin, UR(Unsaturated Resin), and a hardener. The alkylakoxysilane is produced by coupling of one or more alkoxy groups to Si atom. The alkoxy group is selected from one or more alkyl groups, methoxy, ethoxy, pro thoxy. The polyurethanes hybrid resin contains one or more of epoxy and acryl.
