PROBLEM TO BE SOLVED: To provide a numerical control device for controlling a punch press machine with which a punching work is made possible without stopping the movement of the X-axis and the Y-axis before completing the movement command on the basis of a working program and a punch press machine. SOLUTION: This punch press machine 10 includes servomotors for X- and Y-axes for moving a workpiece 12 in the directions of the X-axis and the Y-axis which are crossed orthogonally each other, and a punching tool moving mechanism for moving a punching tool 16 in the U-axis direction and the V-axis direction in the punch head in which the punching tool 16 is housed. When X- and Y-axis controlling means, the preceding control means of the U-, V-, P- and Q-axes and the punching tool 16 arrive at a punching point by the movement command by the program, the punching tool 16 and the die are moved by controlling the U-, V-, P- and Q-axes at the same speed as the command speed of the X- and Y-axes and, when the punching tool 16 is in the stopped state relatively to the workpiece 12, the punch press machine is controlled so as to perform the punching work with the punching tool 16.
