PROBLEM TO BE SOLVED: To provide a magnetic-force turning apparatus utilizing an unlike-pole attraction force or a like-pole repulsive force between permanent magnets and a generator using the magnetic-force turning apparatus. SOLUTION: The magnetic-force turning apparatus includes an outer ring concentrically arranging a fixed number of outer-ring magnets, an inner ring concentrically arranging a fixed number of inner-ring magnets inside the outer ring, and an intermediate steel plate displaced and disposed by a fixed angle between the outer ring and the inner ring. One of the outer-ring magnet and the inner-ring magnet is fixed, and the other is connected to a rotating shaft. The number of outer-ring magnets and the number of inner-ring magnets are disposed at a ratio of 8:7 while the intermediate steel plate is arranged rotatably so as to demagnetize the attraction force or the repulsive force between the inner and outer magnets, and the intermediate steel plate is rotated at a fixed speed, thus rotating the outer-ring magnet or inner-ring magnet connected to the rotating shaft.
