PURPOSE: A packing cartridge for packing tea leaf units and a manufacturing method thereof are provided to stably secure pores of a net body and to increase the contact area of a net body with drinking water. CONSTITUTION: A packing cartridge for packing tea leaf units includes a body unit and a net body(50). A cap is combined with the upper side of an inlet on the body unit. An internal space is formed on the lower side of the body unit. The body unit contains tea leaves and includes an upper barrel. The net body includes pores for allowing drinking water to pass and is combined with the edge of the body unit.
