<p><P>PROBLEM TO BE SOLVED: To provide a heater, especially, utilizing carbon nanotubes, and to provide a method of manufacturing the same. <P>SOLUTION: The heater includes a first electrode 130, a second electrode 140 separated from the first electrode 130 at a designated distance, and a heating element 10. The heating element includes a first substrate 102, a second substrate 122, a first adhesive layer 104, a second adhesive layer 124, and a carbon nanotube structure. The carbon nanotube structure is arranged between the first substrate 102 and the second substrate 122, is connected with the first substrate 102 by means of the first adhesive layer 104, and is connected with the second substrate 122 by means of the second adhesive layer 124.
