PURPOSE: A motion vector coding method and apparatus using a candidate predicted motion vector set selection are provided to improve the compression efficiency of an image by reducing the amount of bit. CONSTITUTION: A motion vector coding apparatus(110) comprises a vector collection selector(210) for selecting a candidate predict motion vector group from a plurality of candidate vector groups using motion information of surrounding block, a predict motion vector selector(220) for selecting a candidate predict motion vector from a plurality of candidate vector in a group, a differential vector encoder(230) for encoding a differential vector which is the difference between a current motion vector and a selected predict motion vector, and a predict motion vector encoder(240).
