The device (1) has a hub (4) arranged along an axis of a drive shaft (6) and rotatably connected to a wheel of a motor vehicle. A one-way clutch (8) is arranged between the drive shaft and the hub for transmitting torsion torque between the drive shaft and the hub, while conserving a same rotation direction of the drive shaft. A conical pinion (14) is engaged on teeth connected to the hub and the drive shaft for realizing connection between the hub and the drive shaft with an inversion of rotation direction. The drive shaft forms an outer ring of the one-way clutch. The drive shaft is rotated in a direction or another direction for tensioning/untensioning a spring e.g. torsion bar spring (10), to store/reproduce mechanical energy.
