PROBLEM TO BE SOLVED: To simultaneously transmit a reference signal for channel measurement and a data signal while maintaining the quality of the channel transmitting the signals by resource allocation control according to transmission power control using an allowable power value or the like of a mobile-station device.

SOLUTION: A radio communication system includes a radio resource control part 107 that determines whether to allow simultaneous transmission of a data signal and a reference signal on the basis of an allowable power value notified from a mobile-station device and being a difference between the maximum transmission power value of the mobile-station device and a prescribed power value estimated for uplink transmission, a simultaneous transmission setting part 1051 that is a base-station device 1 for communicating with the mobile-station device transmitting the data signal and a reference signal for channel measurement and sets simultaneous transmission control information indicating whether to allow the mobile-station device to execute the simultaneous transmission of the data signal and the reference signal, and a transmission part 101 for transmitting the set simultaneous transmission control information to the mobile-station device.
