PROBLEM TO BE SOLVED: To provide a TCP handling device suitable for testing a TCP provided with contact portions for tests (test pads) at desired positions of leads. SOLUTION: The TCP handler 2 testing TCPs 50 having test pads 54c formed in the middle of each lead 53, includes: an insulation treatment device 7 for performing insulation treatment of the test pads 54c of the TCPs 50 after being tested; and a surface treatment device 8 provided in the preceding stage to perform insulation surface treatment of the test pads 54c.
