PROBLEM TO BE SOLVED: To provide an information providing device, portable communication equipment, an information providing method and an information providing program for providing information to surely specify an updating person of a site.

SOLUTION: A user information storage part m135 stores user information about a first user. An update information obtaining part m131 obtains update information showing that the information on network of a first user has been updated. A provision information generation part m133 generates user information about the first user and the update information about the first user obtained by the update information obtaining part m131 as provision information to be provided to a second user.
