PROBLEM TO BE SOLVED: To provide a printed circuit board capable of preventing a defect wherein a liquid is absorbed by a base insulating layer, and to provide a fuel cell having the printed circuit board. SOLUTION: The FPC board 1 has a base insulating layer 2 consisting of a first insulating section 2a, and a second insulating section 2b. A folding section B1 is arranged on the first insulating section 2a. A conductor layer 3 is formed on one surface of the base insulating layer 2. The conductor layer 3 consists of collector sections 3a, 3b, and lead-out conductor sections 4a, 4b. Coating layers 6a, 6b are formed to cover the conductor layer 3.
