PROBLEM TO BE SOLVED: To provide a laser beam generator capable of obtaining a high-quality laser beam reduced in wavelength with high wavelength conversion efficiency, having no walk-off of the laser beam shortened in wavelength, and capable of dealing with sum-frequency mixing of two laser beams different in wavelength; and to provide a laser beam generating method. SOLUTION: A first laser beam irradiation means 10 irradiates a third laser beam generating means 30 with a first laser beam 11. Meanwhile, a second laser beam irradiation means 20 irradiates the third laser beam generating means 30 with a second laser beam 21 asynchronously with the first laser beam 11. The third laser beam generating means 30 includes a first nonlinear optical crystal. In the first nonlinear optical crystal, the first laser beam 11 and the second laser beam 21 are made coaxial to each other, and sum-frequency mixed to generate a third laser beam 31.
