PROBLEM TO BE SOLVED: To suppress the deterioration of life of a brush Br by generation of sparks. SOLUTION: When a rotating angleθm of a motor 40 with a brush is within a range of spark generating angles, an actual current ix (a generated current) is read and an accumulation damage Dt, which accumulates a degree of damage D corresponding to the largeness of the actual current ix, is calculated (S11-S15). The accumulation damage Dt shows the deterioration state of the brush Br. Then, a judgment criterion value Do, which increases in proportion to the running time Y of a vehicle, is obtained (S16-S17). When the accumulation damage Dt is larger than the judgment criterion value Do, damping force control is changed. For example, when the rotating angleθm is within a range of spark generating angles, switching elements SW1, SW2 are turned off so as not to cause the generated current to flow.
