PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit for recording a vibrant video image by adaptively switching scenes as a sub video image separately from a main video image being captured by an amateur photographer. SOLUTION: A semiconductor integrated circuit includes: a main image storage part 15 for storing a video image captured by an imaging element 3 in a memory 7 as a main video image; a detection part 12 for repeatedly detecting a region of interest (ROI) that is a region to pay attention thereto in the main video image stored in the memory 7; a sub image storage part 16 for storing a video image in the ROI in the video image captured by the imaging element 3 in the memory 7 as a sub video image; an encoder 8 for compressing the main video image and the sub video image stored in the memory 7; and a recording part 9 for recording the main video image and the sub video image compressed by the encoder 8 onto a recording medium. The detection part 12 determines whether the same subject is included in a current ROI for a predetermined period of time and also includes a change part for detecting the ROI again if determined included.
