PROBLEM TO BE SOLVED: To provide an inexpensive and highly reliable optical communication system in an optical network communicating with a plurality of communication devices over a wide range.

SOLUTION: An optical switch 13 of an optical IP branching apparatus 6 is changed over to pass an optical signal between an external terminal and a normal-time internal terminal of the optical switch 13 when a switching hub 12 is normal, thereby allowing the switching hub 12 to determine an external terminal of a transfer destination, and is changed over to pass an optical signal between the external terminal and a failure-time internal terminal of the optical switch 13 when any failure occurs in the switching hub 12, thereby using an external terminal on an opposite side of a detour bus as the external terminal of the transfer destination.
