PURPOSE: A method for modulating a fixed slope, and an SSB modem and a communication system using the same are provided to stably receive a signal in an unstable wireless environment, thereby obtaining a sufficiently high data transmitting rate at a narrow band used in SSB(Single Side Band) wireless communication. CONSTITUTION: A first symbol is modulated into a sinusoidal waveform which has a T cycle. A kth symbol is modulated into a sinusoidal waveform which has a T+ΔTl-1 cycle. k is an integer which is larger than 1 and the same as or smaller than M. The sinusoidal waveform which has a T+ΔTl-1 cycle is generated by waveforms into which consecutive and uniform delay waveforms are inserted during a first delay interval from the timing when the size of the sinusoidal wave becomes maximum based on the sinusoidal waveform which has a T cycle. The sinusoidal waveform which has a T+ΔTl-1 cycle is generated by waveforms into which consecutive and uniform delay waveforms are inserted from the timing during a second delay interval when the size of the sinusoidal wave becomes minimum. The sum of the first and second delay intervals is ΔTk-2.
