PURPOSE: A cutting line forming apparatus for a packing bag and a packing bag manufactured by the same are provided to form a minute cutting line on the interior of a packing bag using a micro knife which is installed on the front side of rollers in a printing or packaging machine. CONSTITUTION: A cutting line forming apparatus for a packing bag comprises a micro knife which is installed on the front side of rollers in a printing or packaging machine to form a cutting line of specific depth on a printed matter passing through the rollers. The micro knife comprises a body portion(42) in a cylindrical shape in which a central shaft is installed and minutely moved back and forth by the rotation of a rear operating part, a coupling member(52) which is fixed to the central shaft and moved along with the back-and-forth motion of the central shaft, and a cutter(54) which is fixed to the leading end of the coupling member at a minute interval from the surface of the rollers.
