PROBLEM TO BE SOLVED: To provide a driver condition estimating device and a driver condition estimating method which can estimate a condition of a driver with high accuracy. SOLUTION: An attention level estimating section 20 of an operation supporting device 10 acquires sample value groups of three parameters T<SB>N</SB>, H<SB>V</SB>and H<SB>R</SB>when an attention level of a driver is a low level or a high level, plots the groups on a vector space, makes a straight line N1 that connects points of average values in the sample value groups as a normal line, and sets a plane P1 that passes through a middle point M1 of the straight line N1. The attention level estimating section 20 estimates the attention level of the driver from a side of the plane P1 the measured T<SB>N</SB>, H<SB>V</SB>and H<SB>R</SB>are located at. As the sample value groups with different attention level of the driver are plotted on the three-dimensional vector space, it is easy to distinguish among the sample value groups with different attention level even if there is variation among the sample values of the sample value groups, so that is possible to estimate the condition of the driver with high accuracy.
