A control unit (10) presents on a monitor (9), a category for each vocabulary acquired by a communication unit (15) and performs an interactive operation using an input device (2) so as to select a vocabulary for each category.  A dictionary management unit (12) additionally registers the vocabulary selected by using the input device (2), into a recognition dictionary.
