PROBLEM TO BE SOLVED: To efficiently perform a decomposition treatment in catalyst layers when using ozone and the catalyst layers provided in multistage to decompose organic matters in wastewater. SOLUTION: A wastewater treatment apparatus includes a first catalyst layer 2 which decomposes the organic matters in the wastewater chiefly by the ozone, a second catalyst layer 3 that chiefly decomposes the ozone in the wastewater discharged from the first catalyst layer 2, and a controller C which controls the superficial velocity of the wastewater in these first and second catalyst layers 2 and 3 to be different.
