The panel (1) has a solid core (lA/lB) whose faces are covered with a ceramics or cement layer (2) and made of insulating material. A fabric layer is made of fabric material chosen from basalt fibers, glass fibers, carbon fibers, kevlar fibers and synthetic fibers or natural fibers or metal reinforcement fibers. The core is made of material such as polystyrene and phenolic foam or ceramics. The ceramics or cement layer is composed of phospho magnesium cement. Metal phosphate is mixed with silicate, and a plate is formed with the core and arranged in a center part of an insulator. An independent claim is also included for a composite panel kit.
